I took the latch off the lid and inserted it in the bottom part of the washer so the washer would sense that the lid was closed and I could see what was happening. The tub was not rotating. I watched a YouTube video, removed the washplate, and saw that the splines were stripped. A new washplate resolved the problem although it is still a bit loose due to the shaft splines being a little worn. Next time I will replace both the washplate and the shaft. The cover over the bolt broke when I tried to tap it back on, but I don't think it matters.
