Fixed it by replacing the electronic control board. Only 30 min. to fix. (See further down for effort to diagnose the problem.) Most of this "fixing time" was spent removing the control panel to access the control board that is attached to it. My freezer has the control panel located in the top center of the door. The fan motor took a minute to bed puns and the biggest challenge was taking off/on the back panel to get to it. (By the way it was located in the freezer section. take drawers out to get to it.

Gasket and liner arrived as planned. Clips were a day later. Used "hog ring" pliers to remove the clips, worked great. Pre-punched holes in the gasket did not match the original but the plastic liner did. Used an ice pick to punch the gasket and inserted the clips. This is a chest freezer, so install the hinge side first.
