This is a flanged lock nut. It’s designed to apply tension, typically on a joint that needs to have a certain amount of flex. As such, it’s mostly used on snowblower chutes and lawnmower handles. They can remain in place, but with a forgiving connection that can take a beating. The nut size is 3/8, with a thread size of 16. A lock nut will generally last for many years. However, the silicone ring inside will wear down if it’s frequently tightened and loosened. It needs to be replaced when it will no longer reliably remain in place.
