I was very fortunate to have been able to eventually remove it with the use of a lot of BP penetrating oil and heat. Removed the back cover. (Glad I used my power tool to remove all the screws) I then removed the sheared off part of the bolt using drill and easy-out tool. It was a straightforward install of the new bolt. I added a little bit of blue Loctite even though the bolt already had some dry thread sealer. I torqued it down enough to hold everything snug. I took the front panel off which exposed the front two shock absorbers. But I could still only replace the front left shock. I could not get access to the one on the right.
